As a twice Senate-Confirmed Presidential Appointee, Donovan served in critical roles such as the Under Secretary of Defense for Personnel & Readiness, the acting Secretary of the Air Force, and the Under Secretary of the Air Force. In addition to his government service, Donovan made significant contributions to the private sector, serving as the Vice President for Requirements & Capabilities for Raytheon Intelligence & Space.
